This product is a traditional Japanese sugar candy called konpeito. These candies are made from sugar syrup, and honey is also added to provide a unique flavor.
Konpeito is a tiny sugar lump repeatedly coated with sugar-based syrup. To produce this snack, the sugar lumps are heated slowly in a large inclined rotating pot called “dora” and by applying the syrup drop by drop, it eventually turns to a ball with a number of horned prongs.

This is the old fashioned konpeito candy that I remember. I ordered 4 bags of this candy. They were all fresh and tasty. In general, I noticed that the entire shipment from Japanese Taste was packed securely so there was no breakage, no cracked senbei, no broken glico sticks. I appreciated that.
